Yes, Stari Grad is compact and entirely pedestrian. The stone streets are uneven in places, so comfortable shoes are a good idea. The walk from the Old Town out to Mogren Beach follows a cliffside path that takes about 10 to 15 minutes and is suitable for most fitness levels, with great views along the way.
Budva's walled Old Town, known as Stari Grad, is packed with Venetian architecture, medieval churches, and narrow stone lanes. Head up to the Citadel for panoramic views over the Adriatic. Mogren Beach is a short cliffside walk from town and offers a quieter spot for swimming away from the main resort area.
