Shkoder to Cetinje is approximately 62 miles (100 km), taking around 1.5 to 2 hours by car. The route crosses into Montenegro and climbs into the mountains above the Bay of Kotor, offering dramatic scenery along the way. From Cetinje, Kotor is a further 14 miles (23 km), about 30 minutes down a winding mountain road with spectacular bay views.
The climb to the fortress at the top of the walls involves around 1,350 steps and takes 45 minutes to an hour each way. It is physically demanding but the views from the top are among the best in Montenegro. Given the 1.75-hour stop in Kotor on this itinerary, visitors should plan time carefully if they wish to attempt the full climb.
With 1.5 hours, focus on the Cetinje Monastery (one of the most important Orthodox religious sites in Montenegro), the National Museum of Montenegro complex, and the town's main boulevard lined with former embassy buildings. The scale of the town is small enough that key highlights are within easy walking distance of each other.
Cetinje was the royal capital of Montenegro until the early 20th century. Despite being a small town, it holds an outsized historical significance, with former embassy buildings, the Cetinje Monastery housing sacred relics, and the National Museum of Montenegro containing important royal and cultural collections. It is sometimes called the "cradle of Montenegrin statehood."
Spring (April to June) and autumn (September to October) are the most pleasant. Temperatures are warm but not oppressively hot, Kotor's Old Town is less crowded, and the mountain drive between Cetinje and Kotor is at its most scenic. Summer is busy and can be very hot in Kotor, though the views over the bay remain spectacular year-round.
Kotor's UNESCO-listed Old Town (Stari Grad) is entirely pedestrian and packed with medieval churches, Venetian palaces, and atmospheric squares. The Cathedral of Saint Tryphon is a highlight, as is the Kampana Tower viewpoint. For those with energy, climbing the ancient city walls to the fortress above offers exceptional views over the Bay of Kotor.
In Cetinje, look for Njeguski prsut (air-dried cured pork) and Njeguski sir (aged hard cheese) from the nearby Njeguski village. These are regional specialties you will find at local restaurants and markets. In Kotor, the coastal tradition takes over: grilled squid, black risotto made with squid ink, and fresh Adriatic seafood are the local favorites.
